Disassemble the cabbage into leaves. Boil water in a saucepan and load cabbage leaves into it, this is done so that they become softer and it is easier to wrap the minced meat in them. Keep the leaves in boiling water for several minutes.

Finely chop the onion, grate the carrots on a coarse grater.

Add pre-washed rice, salt, pepper, squeezed garlic to the minced meat.

We make a cutlet from the minced meat, put it on a cabbage leaf and wrap it.

Pour some vegetable oil at the bottom of the pan. Put onion and carrot mixture on the bottom. Next is a layer of stuffed cabbage. Then again onions and carrots. Fill everything with water, close the lid and simmer for 40 minutes over low heat.
